The 17th shloka deals with the authority of Lord Vishnu.
upendro vAmanah prAnshurmoghah shuchurUrjitah
atiIndrah samgrahah sargo dhrtAtma niyamo yamah
उपेन्द्रो वामनः प्रान्शुर्मोग: सुचुरुरजितः |
अतीन्द्र: संग्रहः सर्गो धृतात्मा नियमो यमः ||

The One who is subordinate to Indra as his brother or the One who is above Indra

The One who took the dwarflike form of Vaamana and grew gigantic measuring the ego of Bali

The One who is tall
amoghah
TheOne whose acts are never in vain.
